Flacon isn't the cheapest, but is all around the best jtag in my opinion. Due to the fact they aren't to high in price, and are great for offline.

Xenon is the cheapest, but i do not recommend getting one.
Get a Falcon or Zephyr.

Once again, Icy-Tank copy'n'paste answer for another "Refuse to research and read previous threads" person....
You know I find it funny the amount of ppl that knock the xenons saying that they RRoD and all that. You guys obviously don't know a whole lot about jtags other than the very basic information that you read on forums.
Xenons are the best consoles...they take type 1 and type 2 kv's which is great for online lobby use. They are the easiest to jtag and have the most interchangeable parts (More mosfets, but oh well), and they are the easiest to get parts for and work on.
I will take any one of my reballed xenons in my shop with the 98% fan speed mod thru 360 flash tool....and put it up against anyones jaspers, falcons, opus, or zehpyrs. The HDMI consoles encountered a lot of problems in their earlier stages and until the recent AUD_CLAMP and abilities to bypass the power issues that related to the E79 errors and what not, those were definitely a headache to deal with.
One Jtag is as good as another...the only reason that you should be looking at a Jasper/Falcon/Zephyr > Jasper(Non HDMI)/Opus/Xenon is for the simple reason of HDMI. You get a working console...send it to a reballer and have them reball the GPU and CPU with leaded solder and your problems are going to be null and void most of the time. Not always...but most of the time.
I can take my 63/37 leaded reballed console...sit a heatsink on top of it...and play for an hour. Not bolted down, not x-clamped....I put AS5 on the chip...smear it in, and play. Console works just fine....try that with a leaded stock console >.<
