you probably have to change your user account settings (UAC)

How to Disable your UAC:
1) Go to the Start Menu, usually located in the bottom left of your screen, and type in the search box : MSCONFIG
2) Go to the tab labeled "Tools", and scroll down until you see "Disable UAC".
3) Click on "Disable UAC" once, and than hit Apply and than OK. It should require a Reboot. Do it, and you should be able to drag anything, anywhere.
