You can do so much more with Jtags than lobbies.
Jtags werent even meant for lobbys that was just a plus to them.
Jtags were meant for the emulators and freestyle dash and such like that..
People just abused Jtags with Lobbies and look what happened..

Dev Kits have the power to make accounts and give them free live/MSP but idk if you can recover them on a regular xbox.

Absolutely no idea.

But I am almost positive,you cannot do it with a Dev Kit

Dev Kits have the power to make accounts and give them free live/MSP but idk if you can recover them on a regular xbox.

Anyways,Dev Kits use Pnet,not Xbox Live.
