Rather than transferring ALL of your licenses or your friend's licenses, which can be a pain if the person who owns the content has other gamertags on their console who want to play it, just have the person who's actually purchasing it do so on the other person's console. That way, the license for just the map pack will be there, and not the licenses for everything you own.

To do this, I let my friend recover my gamertag on his console, then he bought and downloaded the maps with my GT, then I recovered back and downloaded them on mine. The only license of mine on his console is the map pack, so I don't have to worry about my wife not being able to play Peggle on her GT if she wants to.

Microsoft know of this, but they can hardly take the privileges away as they themselves may need them one day, there would be up-roar if they removed this.
