when i turn my jtag on it turns on for about alf a second then shuts off is this a dead jtag or what problem is it?

you may need to either reflow the motherboard or add some new heatsink paste to the GUP and CPU key under the heat-sinks as sometimes most xbo's will shutdown to protect the vital thing's on the board ?

Possibly the power supply is a bit naff, try a different power supply
