The mods we come out with like v5.0 are for online or it would state "Offline" within the title. However these work offline as well, the v5.0s don't work offline very well.

how do i mod them i know how to do 5.0 is it the same thing but instead of hotswapping the episodes of liberty city do you do it to the regular gta 4? can you make like a tutorial or somethin?

It's basically the same as v5.0's tutorial but without the dlc.rpf's and a few more .imgs. Yes you will of course need GTA IV.iso to hotswap as EFLC is a different game.
