Let's say, someone has it on their hard drive, is there a way they can get it off and share it? If so, then how?

Nope, I heard that you can take an updflash from a similar mobo as yours, (eg. if you have a xenon use only an updflash of a xenon). I know its a very complicated method of modding it to include your cpu key, but I heard it works.

The rebooter is not even stored on the hard drive.

The rebooter is freeBOOT or XBR which are stored in the nand.

You must have a jtag to use a rebooter.
