Whenever I try to recover, I get a message saying these following words...
"Xbox LIVE is currently unavailable, Please try again later."
Does this mean I got banned, or what does it mean?

Your probably not banned...
if you were banned, it would tell you you were banned

turn off your modem and then wait, the turn it back on should work 8)

That happened to me a long time ago.
Wait a day or two, it'll be back to normal. As for now, your stuck without XBL
