Ive heard that if you use the 8199 (or something like that) you can go online on a jtag is this true?

ok first of all that guy does know what he is talking about. If you go to a other freeboot like the one you wanted to do you will be asked for an update before connected to live and if you do it then you just UNjtagged your jtag and that's why a FEW select people have been able to make a succesful new freeboot and get past the ms unsigned code checks to therefore get online.

No you cant. Those are stupid theories because the dash has to register as the present/current dash with all the security checks. The 9199 rebooter (what you meant) was developed by ikari and the FreeBOOT team.

I hope you know that there are checks within the xam.xex and kernel for what kernel you can connect to xbox live with. You can alter them, if you know what you are doing.
