Would not work because the 15th rank is not save te way GOW is... Call of duty is saved on a server (which is why you appear as lvl 1 when you first turn on your xbox and go into multiplayer and your lvl 1 for a split second). Gears is save with a .gpd (I believe) which is why you can open it up on the computer. You can't on call of duty because of it being saved on a server

GOW online save game is formed by a .gpd (gpd modding in zombies for BO etc..) whereas BO is an online multiplayer server. There is some logic in your idea but this is pretty much just gpd modding and injecting another file into your account which wont work for BO because your account is saved on an online server and not on a gamesave/.gpd like basis which is what you would need to happen for you to do this
