You can with a gold greendot card.there like credit cards an or u can verify over the internet qn they will send u a card with ur name on it.. thats wat i did:)

No, it isn't possible, you need to add a credit card, so your limit goes up. Once your limit goes up, you can add a Moneypak Greendot Card and send money to anyone you want. I hope I helped.

No, you cannot. You need a bank account to COMPLETLY verify it, or a credit card to raise your spending limit to $2000

Every answer is wrong,
Moneypak cards are made to fund your paypal account, not verify your paypal as far as I'm concerned.
What you could also do is buy a pre-paid credit card to lift your limit for sending money on paypal, NOT VERIFY IT!
