The only thing I can think of is My JTAG is using ethernet and my Retail is using wireless adapter could this cause conflict?

Do not infect yourself on your jtag until your retail has joined.

Lol noob alert, Ok Listen: First Option; Need to have Jtag on same internet connection that your retail is sighed in to live in either using 2 wireless adapters or both plugged into using separate Ethernet cables into your wifi router. Hope i helpd.

Unplug all then plug it back in.. Its happend to me on several occasions
