Because it is the only way to take Jtags Back online. It comes with the new rebooter and they are only releasing the rebooter through the dev kit.

alot more work goes into a dev kit than a jtag
with a dev kit, you can do anything, there is things like making unlimited 1 year accounts, and adding a sh1t load of microsoft points with them, there is alot more things that can run on dev kits

No such thing as a new rebooter. Dev Kits can't get Jtag's online. Google me, I know more about it than you think.

You are dumb. That's all I have to say.
OT: Dev kits cost so much because do you even know how they are acquired? A verified Microsoft Game Developer puts in an order for one and they get it for cheaper than you can buy one for but it still takes time to get one. And they aren't just on an unlimited supply either. Also, a lot of Devkits are either, A Stolen B ReSold by devs or C Bought from a chinese company which actually makes dev kits for dollars on the dime.
