Hey i have 2 accounts on my xbox i bought an avatar item is there any chance of me be able to use it on my other avatar?

It's not possible, items downloaded are .Live files and resigned to the profile and console they were downloaded on, which can only be changed if you actually have a .Live resigner, which very very few people have.
