I just made a PayPal account, and I'm not verified yet. I'm going to be working on that, however my question is can I still receive funds before being verified? As well, can I send small increments of money out and when I get verified that'll take the limit off? Or how does that work?

No, you can't send money without adding a credit card which will lift your spending limit

What does that mean then? I thought by that it says I can send/receive up to $500 per month. I could be reading that wrong however.
