1. To activate the mods is it the (B) button or the back button next to the start button?
2. If I host one lobby and end it, will i have to go on split screen to activate them again ?
3. Can other players have the mod menu and unlock all?

if u are the host with the mod menu they can unlock all
they can get infections like super jump, wallhack etc. but no mod menu what they can host

Infectable Mod Menu, You dont need your JTAG online

ur jtag hosts one on system link then retail joins and presses dpad n stuff to get infected and get the mods then retail backs out and skip split screen n go to private match then hosts
