Okay just a quick question for you guys,

My friend got scammed $5 on paypal to make a background.

He paid the guy and he never made the background.

Can he do anything about it?

I already told him he can't but he wants to here other peoples opinion.

Nope as a background is not a real item so paypal can not have anything to do with it
