I just had an idea that the PaP could be in the lighthouse. Anyone else got other ideas?

Nope. the pack a punch is located outside in a flooded area. You need to hit a switch that drains some of the water. It only drains half way, making the pack a punch accessable for a period of time, before the water goes back up putting the PAP back under water. You have to do this every time to use PAP.
