*IN ALL OF MY PICTURES I DID NOT REALIZE I DIDN'T DESATURATE IT BUT THE END RESULT WILL BE BLACK AND WHITE*

Welcome to my tutorial on how to edit an eye in Gimp 2.6.
First you need to create a new file and open up a picture of an eye.
I got my picture off Google.com

Now, We are going to make the image black and white.
To do this go to Colors>Desaturate>OK

Next, make a New Layer and brush around the eye with the color you want your eye to be.
It should look something like this

On the layer you just made select the mode to Overlay
Then, go to Filters>Blur>Gaussian Blur>45>OK
That got rid of the sharp edges around the eye.

Now I am going to add a city into the eye.
So i'm going to get a city brush and then right click on the layer with the color you picked to paint the eye and click on Alpha To Selection
Create a New Layer and brush wherever you want in your eye. (Make sure your FG color is white).

Now we are going to add clouds to the picture.
But we are not going to put the clouds in the eyeball but in the white part.
So make a New Layer and get your Paths Tools out and select the white part of the eye like so.

Then click the Enter key to get a selection around the paths you just made.
And take out your cloud brush and start putting clouds in the white area. (FG color should still be white).
I lowered my opacity down to 90%.

We are going to do the same thing we did with the eye because the edges are too sharp.
So we have to take a fuzzy brush and brush around the white part of the eye.

Now we are going to make some stars and sparkles in the eye.
So make a New Layer and select the layer with the color that you painted the eye and right click on it and click on Alpha To Selection
Now take your star brush (FG color still white) and brush around the top of the eye.
I put the layer mode on Overlay and then duplicated it 3 times to make it brighter.

And there you go. You have an edited eye.

Hope this helped! If it did please thank the topic.
