Hardcore Headquarters Boosting.:

Get 6 People With 2 Controllers So There Is A Total Of 12 Accounts Playing.
3 people/ 6 accounts search for a Hardcore Headquarters game. the other 3 people/ 6 accounts Join Session so its just them in the lobby. Find a straight wall and line up your main account and Guest account behind. Get a collateral on your "Partner" and his Guest account.

With the collateral boosting you will earn 1400 XP each collateral INCLUDING THE 200 XP FOR THE SPY PLANE.

RECOMMENDED HAVE HARDLINE, HARDENED, SPY PLANE, TACTICAL INSERTION.

Slight improvement on this:
Replace Hardened with Warlord and use a Sniper Rifle with 2 attachments, get headshots. Equip SAM Turret. Release Spy Planes and SAM Turrets with 3 minutes left (5 minutes if everyone in the group is doing this as the sky will be too full to release everything). To get the SAM Turrets you'll have to take turns towards the end killing your boosting partner's characters twice. You could say 'Ready for doubles?' or something to that extent.

Also if you want to be even more efficient, follow this strategy (anything listed at the same number happens at the same time):

1. Everyone drops Tacs
2. PlayerA kills PlayerB & GuestB
3. GuestB drops Tac / PlayerB kills PlayerA & GuestA

4. Player B drops Tac / GuestA drops Tac
5. PlayerA kills PlayerB & GuestB
6. PlayerA drops Tac / GuestB drops Tac
7. PlayerB kills PlayerA & GuestA

Repeat steps 4 through 7

That strategy sounds strange whether you write it, say it, etc. but trust me, it is very effective and will quickly become simple muscle memory.
