Ok i had this problem when i download the map packs and it is because i am in Germany but i have a UK xbox live account and game. which wont let me download from German ip...
To get round this what i have is a VPN connection to the UK so that i can pick up an IP address from there. Then from a laptop which is connected to the VPN you need to share out the connection and then connect a cable from the laptop to the xbox so that the xbox connects and pick up a UK address also. Then you can do the download again and it will confirm the last 1% and finish the download.

Now i pay for a VPN connection from a site called My private network and they are very good it costs 5 a month, you could just pay for 1 month and then cancel it if you want. On thier site once you have signed up they have full instructions of how to set up the VPN connection.
If you do not want to pay 5 then you might be able to google and get tips on a free VPN but that is not as easy.
Once you have the VPN you can then do the connection sharing on a laptop, if you get to here and have problems or are unsure how to get it running then i can help a bit more.
