Kilobytes, the picture is probably too many KB's, because you saved it as 12 quality.
How many Kilobytes is it?

The size of it is probably the wrong size
it should be 100x100 pixels

try what i said when u click update avatar there is a bit in there what says http delete that then copy the weblink were your picture is from then paste it were http was then click save it should work and make sure your picture is a png and is 100x100 this is the mistake i made when trying to save my avatar

Yeah jpegs don't work on TTG, just switch it to .png and you'll be fine
