You do it with animations. If you go to your Windows tab on Photoshop you will see Animations. Click on that and it should bring up a animation box on the screen. There you can create frames and stuff. So on one frame you have the text blue then you create a new frame and then change the text color to green or something. Then when your all done you press "Save for the web" (its something like that)
