i just got cod: waw for my PC and im having performance problems such as poor framerate and choppy video. Is there anything I can do to increase performance?

If your graphics card is old or out of date, it will reduce the quality of the game. Also if your running windows xp 97 The game wont run that well. Make sure you clear all the junk out of your computer if you buy a new graphics card.
