If i was you i would get a Laptop. I've got a Jtag and Laptop, and i would rather have my Laptop.

How about a Pitbike or Quad ?

A pitbike is a small dirt bike.

Easy to do wheelys and stuff.

Very small though.

You can probably get one for aroung $200-$400

A qaud is basically a dirt bike engine, but with 4 wheels.

I don't know if you can get one for $350, but you can try.
