No. No it's not. Anyone online right this minute with a jtag can be on any dashboard they want to be on. They do not have to update because the checks are being spoofed when returned to the MS servers. MS reads the console as being on the latest dashboard so it does not force it to update. Also you can still system link across dash updates so you do not need to update if you just want to system link. Please learn your facts before posting on the forums and misleading someone.

Also the dashboard update will happen, I remember for the Kinect 12611 update it happened at like 3AM EST because thats when the time zones were in sync or something.
