You won't get a max every time, its just luck. Treyach always says this, "There is NO way to get a good gun/power up, they are all rumors. Most of the time they just get lucky"

Firing in a regular crowd of zombies will probably get you a max ammo.

Well, actually, I tried it once and I actually got an insta kill too so I think you can get more than just a max ammo, or the insta kill was a coincidence.
