that is the most challenging thing when starting up a forum is making it active, try your best advertising on your youtube or something? Just dont advertise here!

What I would do is look at other popular forums, take a few ideas from each then create your own..Then once you have a forum setup advertise anywhere you can, just don't advertise on here

you could separate it into types

Animated
3D
popular

and then you could have sub headings like
Maple Story, ghost Online, etc.
Guild Wars, Lost Saga, etc.
Runescape, WOW, etc.

and then in each of those

guilds
character looks
random topics
quests
help
faq
etc.
