Dude, there are a few issues your going to have to look into with:
-Nobody is going to pay 400 for a homemade console
-It costs 10,000s to develop a games console.
My advice:
-Make one yourself using mainly computer parts so its cheap and easier
-Spend a few months at least on the design work
-Don't try to mass produce them: only make one for yourself and one to sell for a really high price- that way if its good enough companies will sponsor you in the manufacturing

Theres a few problems I see here:

1. Its very expensive to make a console

2. It takes a group of experts a few years to make one.

3. You need to be an expert.

4. There will be no games for it.

I predict you either give up or resort to stealing code/components.

yeah I know I just basically made this post to get help with it and to also get some suggestions before I start working on it and also im not going to sell it right after its done im going to do basically what you said..

1.Most of my friends are rich
2.Im getting a group to work on it
3.No you dont need to be an expert you just need to know a lot about it like me
