I dont know if this is in the right spot or not buut here I go
I tried recovering my friends gt onto my xbox so I could put some msp onto his account for him, all the details, email/password are correct but it says Xbox live signup is unavailable. I cant make heads or tails out of what microsoft told me so I thought Id turn to TTG for help + Rep to anybody that can find a solution, thanks. <3

It has happend to me a couple of times recently try it a few more times or try turning xbox off and modem , Thats what i did and it worked , Hope it helps

keep trying over and over again till you fingers bleed. haha jk just restart your modem or unplug your ethernet cord

maybe it has something to do with your internet modem, try restarting it.

If you have previously recovered his account on your Xbox, make sure that the old account has been deleted. Then try recovering again. If that doesn't work, try signing in on xbox.com to see if Xbox LIVE signup is really down, or if it is your Xbox.
