the dragons are added with the dlc

they will only attack you if you transform into a vampire lord in-front of them.
drinking blood only lessens the effects of the vampirism, this means you will loose abilities such as vampires seducti ...

that's it I guess you could make a new save to get all the werewolf/vampire perks or do the questline you haven't done yet or complete the quest lost to the ages if you haven't done it

This happened to me, I think you just pay off your bounty in ANY of the holds if you have any.

this is with a usb adapter connected to my pc, as my wireless card doesnt work.
