You can only get it if you choose it as the first car in the race against lamar in the begining. You then have to win the race and you get to keep the car. There is no other way besides duping.

Rat loader isn't that hard if you know where to find it. Trevor's truck is easy if you know how to get it. Sheriff SUV's are fairly easy to steal. Everyone dupes the Sultan so that's not even that rar ...
