I'd pick rather: Oscar, Coutinho or De Bruyne.

All have decent pace, incredible dribbling and good passing. They could all lead the attacks, my pick would have to be De Bruyne, his shot is incredib ...

Personally, I prefer him in a two-striker combo.

As for building a 300k team, I saw this on Futhead earlier. Looks like a solid team, and it's less than half of that.
