Well you don't need to find all the tiles, if you can get most of them then you can narrow the original 24 possibilities down to about 2 or 3 which won't take that long to try if someone keeps a crawl ...

Usually there is a tile on the tower already. If it's the red one on the side nearest the jump to the other building, then I'm pretty sure that is NORTH. (That's what we found when completing it.)
