How does scholar's insight work?

Im confused, does it level up a skill 2 times or does it give you a skill point to use for perks? Meaning you can have more than 81 points on your perks

Glitch doesnt work anymore smh to all those people still tryig to glitch

One friend got reset to original the one got reset to lvl 1 no prestige

Luckily im 8th and havent done the glitch. 4d and 3h played. Makes me feel bad to see all the glitched 10th prestigers because people think im one of them.
