I would go with the Hp laptop but it's really up to you also you need to think about keyboard because your going to be doing a lot of typing.

Are you running bukkit or spigot for your minecraft server?

It depends on the plugin some plugins on some updates will require u to delete them others will not. You should check the bukkit plugin page to see if u need too or not. Hope this helps :-)
