I would try Windows 10. Windows 7 has a lot of security flaws, Windows 10 might not be your favorite at first, but you will need it for many games in the coming year due to it's DX12 support.

Are you booting the installer from a USB stick? When you turn the PC on, spam the Delete, F12 or F8 key and you should come into the BIOS.

I never got to the BIOS I started up the PC it instantly booted up the installer

By peripherals do you only mean keyboard/mouse? Are you plugging them in to the USB ports on the motherboard or front panel connectors? Have you tried using different USB ports?
