Most likely your internet connection cannot connect with his. Happens on every game. Try resetting your router, that might work. Games do not overlap with eachother, each game has their own ban list, ...

Well the plugin is PermissionsBukkit (assuming you are using bukkit), and you need to create the ranks yourself. It is quite easy though.
