It's alright. That was up to date a few years ago, usually most pc's come with 2-4GB of RAM, duel core, etc.

Try downloading something, if it goes really fast, then that's actually your download speed. Higher download speeds are more common out of the USA also.

It sounds like you're infected. Download Malwarebytes' Anti-Malware, and run a full scan. That should take whatever infection you have, out. To be honest, you might have a RAT on your hands.
