Yes, the higher the agility, the longer your run percentage lasts.

The urn is acquired inside the tomb.
So once you removed/bank your combat related items, enter the tomb, run north for the amulet, and west to search a tomb for the urn.

If you are carrying any sort of rune, weapon, or anything along these lines, it will not let you in the tomb.
Also: Please remember to use the urn on the treasure at the end of the quest or you will ...

I believe that there is a profit in Monkfish. Make sure you are using the "Cooking Gauntlets" from the "Family Crest" quest.
