Sorry but you cannot mod GTA V online without a jailbreak/jtag/rgh ect but you can mod single player saves

Might be bricked or soft bricked try starting in safe mode again and undo what you have done from then, did you make a backup? if then use that in safemode

so delete that then launch gta v and download them all again? sorry im kinda dumb
