If you want to host it on your own PC while setting everything up and designing it then Download something called "Xampp".

Am very good with them both. PM me what the issue is.

I would not advise using dreamweaver, I find that software terrible. I advise just coding it from scratch with notepad++. You will get a lot further.

I would recommend Code Academy, It is extremely good, Where i started when i learned all those years ago.
