Also had a similar problem once. Try putting a new cmos battery on the motherboard. Dont know why but that fixed it for me last time.

The VG248QE looks like a great monitor imo. Wouldn't advise a different one if you are looking for a 1080p, 144hz, 24 inch this monitor is exactly what you need.
