how do you make the outline of a text/image flash using animation?

scanlines are lines that can go diagonal or vertical or horizontal but you have to make them.... i just want to put them in my text

how do you put non animated scanlines in text? like say your text is 'HELLO' how would i put scanlines in it that dont move.
