What does that mean ? Like they have to have a ISO disk or jag or something ? What does this info mean ?

It means they open the files containing the garage/current car and swap out the Car's # with ...

It only works for the player doing the glitch and yes it does work but it can take a while to actually get it to work since sometimes it will make you download the mission instead of the glitch workin ...
