You need to buy the game again but not through steam. Because every time you run the game through steam it will just reset to your old cd key. Or you could buy a key from someone for 15$

That is a problem on the sever side not with your game.
Try finding a server that restarts every 4-6 hours you can usually get in pretty quick. Some servers do take up to 5 min or more.
