An easy 99 is fletching,hunter or magic depends on how much cash u got tbh. from hunter u make an average of 40-45m and fletching u make 16-18m depending if u make yew longs or just maples till 99, but on the other hand Magic requires alot of free time and willing to be bored shitless like fletching. but its a nice skillcape, or if u got abit of cash just tank mining on granite or something, hope ive helped <3

From where you are, cooking and fletching. those would be your cheapest/fastest.

Cooking isnt that bad in cost. Like lvl 1 to 99 is less than 3m if you buy all trouts. I've went from lvl 20 something to 53 in about 1-2 hours and from only like 2k trouts which equals maybe 30k gp?

dont listen to them, get thieving to 99 at sorcerers garden and use arbisorcgarden on rsbuddy.

you will get over 100k xp an hour.
