can enyone tell me the latest version of mods on gta iv are u able to do v7.0and leave link or tuts if u can do custom in this game too

The regular Gta IV is patched.
You can only mod TBOGT or LAD.
This will show you how to mod, and it gives you a couple of newest mods.
