While it could be a devkit, I doubt it.

CB revisions (efuses) are a physical part of the Xbox motherboard. Since the Valhalla is a brand new motherboard, they would only include efuses for the 9199 kernal (dashboard when the slim came out) and up. The way the slim is built (with combined CPU and GPU) would prevent any kind of HV attack like the original JTAG hack.

If this was real you'd have to find the slim jtag points, make the patch file for the slim, and find a way to hack the unexploitable kernel. I belive finding the jtag points is possible, but your probably not gonna make a patch file or hack the unexploitable kernel.
