The People that Allready installed the moddedgame to there Hard Drive just have to Copy the Installed game to a configured usb and then upload it to Megaupload or something maybe that works ...

already tried it will say game installed on different xbo or if you try to keep the little 44Kb file where i think stuff saved corrupted
what i did :
Installed gta to usb no mods
downloaded m8 modded gta he uploaded from his HDD
replaced data files but kept little file
put in xbox corrupted replaced little file aswell says the game was installed on a different xbox so i say it doesnt work at 99.9%
